Town-Wide Paving Contract Gets Approve by BOS

The Hudson Board of Selectmen spent time at its most recent meeting reviewing the 2026 Town Wide Paving contract, a major annual project that prepares local roads for the busy summer season. The paving program is one of the Town’s most significant infrastructure efforts each year, and officials noted that this year’s bidding process drew strong interest from regional contractors.

Hudson Director of Public Works Jay Twardosky explained that five companies attended the mandatory pre bid meeting, and four of those firms ultimately submitted competitive bids.

Twardosky said the level of participation was encouraging and reflected the Town’s efforts to maintain a transparent and competitive bidding environment.

In a memo to the Board, Twardosky outlined the steps taken to solicit proposals. “The Public Works Department prepared a Request for Proposals (RFP) for the above referenced project and directly emailed the solicitation to four interested firms,” he wrote. The project was also advertised in the Nashua Telegraph and posted on the Town website to ensure broad visibility.

The mandatory pre bid meeting was held on May 12, 2026, with five firms in attendance. By the May 20 deadline, the Town had received four eligible sealed bids. The bids were as follows:

  • Busby Construction Company Inc. – $1,046,250
  • Continental Paving Inc. – $1,106,700
  • Brox Industries Inc. – $1,194,200
  • Pike Industries Inc. – $1,330,000

Twardosky explained that the proposals were evaluated using a weighted scoring system designed to balance cost with quality and experience. The criteria included:

  • Cost – 80%
  • Schedule – 10%
  • References & Experience – 10%

While cost carried the greatest weight, Twardosky emphasized that the Town also requires bidders to demonstrate a clear understanding of the project and the ability to complete the work efficiently. According to his memo, Busby Construction Company Inc. was the only firm to provide a fully detailed project approach and construction schedule, both of which were specifically required in the RFP.

“Busby Construction Company Inc. was the only bidder to provide a detailed project approach and construction schedule, both of which were clearly outlined in the RFP requirements,” he wrote. “Based on the evaluation results, Busby Construction Company Inc. achieved the highest overall score while also submitting the lowest responsible bid.”

Twardosky added that Busby is familiar with the region and has completed similar work in surrounding communities, giving the Town additional confidence in their ability to deliver the project on time and within budget.

Funding for the 2026 Town Wide Paving Project is available within the FY27 budget under the Street Overlay account, which currently has a balance of $1,090,000. The paving program is a recurring investment that helps maintain road quality, extend pavement life, and reduce long term repair costs. Town officials noted that staying on schedule with annual paving cycles is essential to preventing more expensive reconstruction work in the future.

Board of Selectmen Chair Dillon Dumont said he was pleased to see four competitive bids submitted this year. He noted that having multiple bidders gives the Town a clearer picture of current paving costs and helps inform future budgeting decisions. “It’s good to see where the numbers are landing,” Dumont said, adding that the bids help the Town understand how market conditions are shifting.

After reviewing the bids and the evaluation results, the Board of Selectmen unanimously approved awarding the contract for the 2026 Town Wide Paving Project to Busby Construction Company Inc., the lowest and highest scoring bidder, for an amount not to exceed $1,046,250, as recommended by the Director of Public Works.

The approval allows the Public Works Department to move forward with scheduling and planning, ensuring that paving work can begin as soon as the summer construction season opens
